לתנועות הנוער היה מקום מרכזי בתרבות ההתנדבות של היישוב, ולצופי תל אביב היה מקום מרכזי בתוכן  ההתארגנות, שהחלה כעיסוק לילדים בשעות הפנאי, גויסה עם גיל ההתבגרות גם למאבק הלאומי, אבל לא אחת הפנו התנועות את מרצן גם  זו נגד זו.

מלחמת העולם הראשונה עוררה בקרב בני הנוער בארץ רצון לפעילות בעלת אופי צבאי למחצה. בימים שלאחר המלחמה, ובעיקר לאחר הכיבוש הבריטי, התמקדה תרבות הנעורים בפעילויות ספורט, פיתוח הגוף, יציאת לטבע וטיולים, ואלה נעשו ברובן במסגרת בתי הספר העבריים כמו גימנסיה הרצליה בתל אביב ובית הספר הראלי בחיפה. תנועת הצופים העבריים הוקמה בתל אביב הקטנה, שהעירייה שלה הייתה הראשונה שתמכה בפעילות הצופים באופן רשמי, ושנותיה הראשונות היו רצופות מחלוקות ומאבקי כוחות בין מנהיגים כריזמטיים.
